Relaxation theory for electron energy distribution

Abstract: This paper considers the process of the establishment with time of the electron energy distribution in an external electric field, allowing for elastic and inelastic collisions of electrons with atoms. Equations are obtained relating the rates of excitation and ionization of the atoms as a function of time.
