We will continue to deal with the article on nonlinear stability: 1) we find out how the conservation law of energy is derived from the Vlasov equation; 2) we will find out in what form the Casimir functional is constructed for the Vlasov-Poisson equations in the entire space, in the case when the ion distribution function is fixed, and the electron distribution function and potential are unknown functions.
