Vitushkin-type criterion for second-order elliptic equations in terms of harmonic capacities

We consider the criterion of functions uniform approximability by solutions of homogeneous second-order elliptic equations with constant complex coefficients on compact sets in $R^N$. The criterion is formulated in terms of classical harmonic capacities. The history of the problem is presented, and technical ideas are formulated.
