Abstract: The paper is devoted to the general problems of innovation activity, the role of universities in the so-called innovative economy and the model of specialist as a subject of innovation education. The analysis of high school policies is given for the problem of commercialization of intellectual activity and difficulties caused by the present state of Russian economy as well as by the law regulation of innovations in a high school are considered. The references on the main documents about innovation activity in Russia are given.
