Abstract: Economic characteristics of the network elements of communication provider network in the course of their operation have been chosen as the subject of the study. General principles of obtaining the current assessment of economic situation of the transmission network element of the communication operator (project) are described. As input data to the current assessment of the economic condition of the project, the deviation factor from the plan for profit and the deviation factor from the plan for profitability were used. The use of elements of the theory of fuzzy sets for the generalization of expert opinions on the coefficients used has been justified. A system of fuzzy inference has been developed, which makes it possible to diagnose the current economic efficiency of the project in question. Mamdani algorithm and Gaussian membership functions are used to implement the fuzzy inference system. To perform intermediate calculations related to obtaining the current economic efficiency of the project the following indicators are proposed: the number of subscribers; incoming cash flow; planned costs for maintenance of project equipment; planned systematic payments; actual number of subscribers of the project; actual amount of incoming cash flow; real systematic payments; additional unplanned payments. The procedure for determining the values of intermediate variables for obtaining the current economic efficiency of operation of the structural element of the telecommunications operator network has been described, and IDEF0 diagram of this process has been developed.
Keywords: communication provider network elements, project economic efficiency, fuzzy inference system.
