Systems analysis of factors and indices of decision-making in case of control of the property complex of higher educational institutions

In terms of evaluating efficiency of control of a property complex of a university there has been formulated the problem of organization of managing the fixed assets of the university. Process is divided into three subtotals. Systems analysis of the existing indicators of an efficiency evaluation of management of fixed assets has been carried out. Indicators are distributed in 5 directions. Indicators of the status of a property complex characterize the property status of fixed assets of the higher educational institution. Indicators of the financial state of fixed assets reflect the financial state of fixed assets of the higher educational institution. Indicators of profile use determine efficient use of real assets. Energy efficiency indicators display using energy resources in the higher educational institution. Indicators of business activity show the level of profitability of the higher educational institution. According to method of hierarchy analysis, there was performed ranging of efficiency indicators of property management into the hierarchical set containing 4 levels: purpose, groups of indicators, indicators, factors. The procedure of control of a property complex of the higher education institution has been formalized and parameters of the rational solution of an objective of management have been revealed. The conceptual structure of system of decision support of management of a property complex of a university has been constructed. The functional system model is developed. The designed system of decision support includes the following subsystems: subsystem of handling expert opinions, subsystem of forming account of fixed assets, subsystem of making decisions on effective management of property of a higher educational institution.
