Description of the controllable initial states class of the second order linear autonomous system of neutral type

Abstract:
For the second order linear autonomous system of neutral type the controllable initial states class is described when the system has full input range. It's showed that only complete identifiability of dual observer system for restoring operation construction in Lebesgue–Stieltjes integral form is insufficiently.
