St. Petersburg Institute for Informatics and Automation of the Russian Academy of Sciences (SPIIRAS) was founded in 1978 according to the Decree of the Council of Ministers of the USSR dated 12/19/1977 and to the Decision of the Presidium of the USSR Academy of Sciences dated 01/19/1978 on the basis of the Computer Science Department of Ioffe Physical and Technical Institute of the USSR Academy of Sciences, and was assigned the name of Leningrad Research Computer Center (LRCC) of the USSR Academy of Sciences.

In 1992 when the historic name of St. Petersburg was returned to the city LIIAS was renamed in SPIIRAS.

Currently SPIIRAS develops the following research leads: fundamentals of the informatization of the society and regions, regional information systems and computer networks and systems; architecture, system decisions and software development for information and control complexes for real time signal processing; fundamentals of information processes in complex (socio-, eco-, bio-, geo-, etc) systems; theoretic basics in developing information technologies for research automation, control and manufacturing intelligent systems.

Disregarding the deficit financing of the Russian science SPIIRAS managed to save its research potential, and practically did not slow down the development pace, indeed, 33 full professors and over 50 Ph. D. do basic and applied research to develop critical information technologies.

4. Theoretic Bases in Developing Information Technologies for Research Automation, Control and Manufacturing Intelligent Systems.
