Ground states for the Potts model with a countable set of spin values on a Cayley tree

We study the Potts model with countable spin values $\{0,1,2,\dots\}$ on the Cayley tree of order three with competing interactions. Focusing on the ground state problem, we reduce the minimization of the Hamiltonian to a local energy analysis on unit balls of the tree.
